인도 '시민권법 개정안' 시위에서 두 명이 경찰 총에 맞아 숨졌다

아삼주 원주민들은 이민자 유입이 늘어날 것이라고 우려한다.

무슬림 이민자의 국적 취득을 금지하는 법안이 인도 안팎에서 논란을 빚고 있는 가운데 이 법안에 따라 이민자가 늘어날 것이라고 우려하는 아삼 주민들의 시위가 벌어져 두 명이 진압 경찰의 총에 맞아 사망하는 일이 벌어졌다.

로이터 등에 따르면, 12일(현지시각) 방글라데시와 국경을 마주하고 있는 인도 북동부 아삼주 주도 구와하티에서 격렬한 시위가 벌어졌다. 시위대는 차량과 타이어 등을 불태웠고, 기차역 등을 파손했다. 경찰은 전날 내려진 통행금지령을 어기고 거리로 나선 수백명의 시위대를 향해 실탄과 최루 가스를 발포했다. 

구와하티 의대 병원 측은 총에 맞은 두 명이 숨졌고, 11명이 총상을 입었다고 밝혔다. 

이번 시위를 초래한 건 인도 시민권법 개정안(CAB)이다. 9일과 11일에 차례로 하원과 상원을 통과한 이 법안은 2015년 이전에 방글라데시, 파키스탄, 아프가니스탄에서 온 이민자들 중 무슬림을 뺀 불교 신자, 기독교인, 힌두교인, 자이나교도, 파시 교도, 시크 교도에게만 인도 시민권 획득 자격을 부여하는 내용이다.

이 법안에 대한 비판은 크게 두 갈래로 나뉘어진다. 우선 무슬림에 대한 노골적인 차별이라는 비판이 나온다. 나렌드라 모디 총리는 집권 이후 힌두 민족주의 정책을 노골적으로 펼쳐왔다. 무슬림은 인도에서 두 번째로 많은 인구(약 14%, 2011년 인구조사)를 차지하고 있지만 압도적 다수(80%)는 힌두교도다.

이와는 별개로 아삼주에서는 이 법안이 이민자 증가로 이어질 것이라는 원주민들의 반발이 거세다. 이번 시위를 주도한 것도 바로 원주민들이다.

‘아삼티’로도 유명한 아삼주는 1971년 방글라데시 독립 과정에서 무슬림이 대부분인 방글라데시 난민이 대거 유입돼 정착한 지역이다. 아삼주 전체 인구로만 따지면 힌두교인이 대다수(약 62%, 2011년 인구조사)를 차지하지만 무슬림 인구도 34%나 된다. 

아삼 원주민들은 방글라데시 등 인근 국가 출신의 불법 이민을 고유 문화에 대한 ‘침략’으로 받아들였고, 1979년부터 조직적인 저항을 벌였다. 이민자 반대로 시작된 투쟁은 분리독립을 요구하는 무장투쟁으로 번져 수많은 희생자를 낸 뒤인 1985년 겨우 종식됐다.

시위에 나선 아삼 주민들은 이번에 통과된 법안으로 이민자들이 대거 유입돼 일자리와 자원을 빼앗을 것이라고 우려한다.

아삼주에서는 지난달 국가시민명부(NRC) 등록 절차가 진행됐다. 방글라데시가 독립하기 이전부터 자신 또는 선친이 인도  시민으로 거주했다는 증거를 문서로 제출하도록 한 것이다. 약 190만명이 이 조치로 시민권을 박탈 당했다.

그러나 이들 중 약 150만명으로 추정되는 힌두교도들은 이번 시민권법 개정안에 따라 시민권을 회복할 수 있는 기회를 얻게 됐다고 가디언은 전했다. 아삼 원주민들이 대거 시위에 나선 이유도 바로 이 때문이다.

구와하티에서 정치학을 공부한다는 학생 아누팜 데카(21)는 ”방글라데시에서 온 불법 이민자들은  우리의 문화와 언어를 위협할뿐만 아니라 우리의 일자리와 다른 자원들을 빼앗아왔다”고 가디언에 말했다. 

″사람들은 지난 총선에서 (나렌드라 총리가 이끄는) 인도국민당(BJP)을 압도적으로 지지했다. 우리 주(아삼주)의 무슬림과 힌두교도 등 모든 불법 이민자들 문제를 해결하겠다고 약속했기 때문이다. 그러나 이제 인도국민당은 이 법안으로 방글라데시 힌두교도 이민자들을 인도 시민으로 만들려 하고 있다.”
