"11명 사망" 칠레 시위가 최악의 유혈 사태로 번지고 있다

지도층은 시민들의 분노를 몰랐다

남미에서 가장 부유한 국가, 영토가 남북으로 길게 뻗어 있어 사막 기후부터 한랭 기후까지 다 가진 나라, 중저가 와인의 세계 최대 생산국 중 하나인 칠레가 불평등에 항거하는 시민들의 격렬한 폭력 시위로 지난 30년 사이 최악의 사태를 맞이하고 있다.

가디언 등 외신은 지난 18일부터 이어진 시위와 폭력 사태로 사망자 수가 11명에 달했다고 전했다. 약탈과 방화가 도처에서 벌어지면서 칠레 정부는 산티아고에 국한됐던 국가 비상사태령을 수도 바깥까지 확대했다.

″우리는 그 어떤 것도 그 누구도 존경하지 않는 타협 불가능한 적과 싸우고 있다.” 지난 20일 연설에서 세바스티안 피녜라 대통령이 한 말이다. 지난 18일 지하철 요금 인상에 반발한 학생들을 중심으로 소셜미디어에서 조직화 된 이번 시위는 젊은이들이 주축 세력이다. 피녜라 대통령의 발언은 이들을 노린 것으로 분석된다.

버스와 지하철이 불타는 방화가 있었으며 이후 상점을 약탈하거나 의류 공장이 불타는 등의 사태까지 벌어졌다. 20일에는 의류 공장이 불에 타 3명이 사망하는가 하면 2개의 슈퍼마켓에서 방화가 일어나 3명이 사망했다.

칠레 정부의 최근 발표에 따르면 1만여 명의 병력이 시위 진압에 투입되었으며, 최소 40건의 약탈이 벌어졌고, 1554명이 체포됐다.

이번 시위는 이달 초 칠레 정부는 지하철 요금 인상으로 촉발됐다. 칠레 정부는 지하철 요금을 800페소에서 830페소로 인상했다. 지난 1월에도 20페소를 인상했으니, 불과 9개월 만에 780페소(약 1290원)에서 830페소(약 1370원)로 6.4%가량 오른 셈이다.

요금 인상에 반대하며 시위가 소셜 미디어에서 조직화되고 학생들을 중심으로 지하철역에 불을 지르는 사태가 벌어졌다. 폭력 시위 첫날인 18일에만 십수 개의 지하철역이 불에 타 3억 달러(약 3512억원)의 재산 피해를 냈다.

그러나 이 ‘폭동’에 가까운 시위의 기저에는 라틴아메리카에서 가장 부유하지만 빈부 격차 역시 가장 심한 국가 칠레의 고질적인 사회 구조가 자리 잡고 있다는 분석이 있다.

시위가 벌어지기 불과 한 주 전 피녜라 대통령은 파이낸셜타임스와의 인터뷰에서  칠레가 라틴 아메리카의 ‘오아시스’라고 자평했다. 아르헨티나, 파라과이, 멕시코, 브라질, 페루, 에콰도르 등의 인접 국가에서 벌어지고 있는 경제 정치적인 갈등의 불씨를 칠레는 잘 대처하고 있다는 뜻이었다. 억만장자 출신인 우파 대통령이 그동안 칠레의 서민들 사이에 쌓여가는 불평등에 대한 분노에 얼마나 무감했는지를 보여주는 대목이다.
