태풍 '하기비스'가 일본을 강타했다. 피해가 잇따르고 있다 (사진)

인명피해도 이어지고 있다

제19호 태풍 하기비스가 일본 열도에 접근하는 가운데 일부 지역에선 사상자가 발생하는 등 피해가 잇따르고 있다. 

일본 기상청은 12일 오후 3시30분 ‘폭우 특별 경보’를 수도 도쿄(東京)도와 가나가와(神奈川)현, 사이타마(埼玉)현, 군마(群馬)현, 시즈오카(靜岡)현, 야마나시(山梨)현, 나가노(長野)현 등 7개 광역 지자체에 발령했다.

특별경보는 일본 기상청의 5단계 경보 체계 중 가장 높은 수준으로, ‘재해가 이미 발생하고 있을 가능성이 극히 높은 상황’에 발표된다. 이에 대해 기상청은 ”(특별경보 시) 목숨을 지키기 위한 최선의 행동을 취해야 한다”고 설명했다. 

NHK 등 현지언론은 ”수십년 사이에 가장 위험한 폭우 상황”이라고 보도했다.하기비스의 영향으로 일본 동해와 관동 지방에는 기록적인 폭우가 쏟아졌다. 폭우가 이어지면서 가나가와현, 시즈오카현 등에는 범람위험 수준을 넘는 하천이 속출하고 있다. 기상청은 폭우가 13일 낮까지 이어질 것이라고 예보했다. 

하기비스는 이날 밤 상륙될 것으로 예상되지만 이날 낮 1시를 기준으로 일본 전역에 ‘피난 지시‘가 내려졌다. 피난 장소로 이동할 것을 권고하는 ‘피난권고‘와 고령자 및 노약자에게 피난을 권고하는 ‘피난준비’가 각각 465만명, 1042만명에게 발표된 상황이다. 

태풍으로 인한 인명피해도 이어지고 있다. 이날 NHK가 오후 4시까지의 피해를 집계한 결과, 지바현(千葉県) 이치하라시(市原市)에서는 강한 돌풍에 차량이 전복돼 1명이 사망했다. 부상·실종 피해도 이어지고 있다.
