스페인 정부가 카탈루냐 자치정부에 '독립에 대한 명확한 입장을 밝히라'고 요구했던 1차 '데드라인'이 결국 지났다. 아직 2차 시한이 남아있긴 하지만 극적인 돌파구가 마련되기는 쉽지 않을 전망이다.

스페인 정부는 16일 오전 10시(현지시각)로 제시했던 시한까지 카탈루냐 자치정부 측이 유효한 답변을 하지 않았다고 밝혔다. 마리아노 라호이 스페인 총리는 지난 11일 카탈루냐 자치정부에 '독립을 선언한 것인지 입장을 분명히 해달라'고 요청한 바 있다.

이는 카를레스 푸지데몬 카탈루냐 자치정부 수반이 압도적 '찬성'으로 집계된 분리독립 주민투표 결과에도 불구하고 독립을 '유예'하겠다며 중앙정부에 대화를 제안한 것에 대한 응답이었다. 대화에 응하는 대신 독립에 대한 입장을 명확히 할 것을 요구하며 최후통첩을 한 것.

로이터에 따르면, 푸지데몬 수반은 결국 라호이 총리가 제시했던 마감시한 약 2시간 전 서한을 보냈다. 그러나 그는 이 서한에서 독립을 선언한 것인지 명확히 밝히지 않았다. 대신 '독립 절차를 중단하는 유예기간'이 필요하다며 향후 2개월 동안 대화를 할 것을 요청했다.

스페인 정부는 이 서한은 질문에 대한 답변이 아니라며 이를 인정하지 않다고 밝혔다. 즉답을 피하면서도 재차 대화 국면으로 상황을 반전시켜보려던 카탈루냐 정부의 시도가 실패로 돌아간 셈이다.

라호이 총리가 애초 19일까지를 최종 시한으로 제시했던 만큼 스페인 정부가 곧바로 대응하지는 않을 것으로 보인다. 그러나 카탈루냐 자치정부는 점점 더 막다른 골목으로 내몰리고 있는 분위기다.

푸지데몬 수반이 독립을 선언할 경우, 스페인 정부는 헌법 조항을 근거로 자치권을 박탈할 가능성이 높다. 반대로 독립 포기를 선언하면 친독립파인 연정 파트너(CUP)가 이탈하면서 아예 정부가 무너질 수 있다.
